Most county copy work starts at 320 West Court Street, Paragould, AR 72450. General courthouse hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., but the land-record recording counter stops at 4:00 p.m. That earlier cutoff matters when a deed must be recorded the same day.

Arkansas FOIA For Paragould Records

Arkansas open-records law is the Arkansas Freedom of Information Act of 1967, Ark. Code Ann. Sections 25-19-101 through 25-19-112. Paragould Land Records Online

The Greene County Circuit Clerk is also the ex-officio land recorder. That office records deeds, mortgages, liens, plats, and other land instruments. The county links land research to TitleSearcher, but the official source did not post Greene County's online coverage start date. Older or hard-to-match instruments may still require clerk counter help.

Land-record costs posted by the Circuit Clerk are specific: recording is $15 for the first page and $5 for each added page. Office copies are $0.20, certified copies are $5, and faxing is $1 per page.

Paragould Court Records Search

Paragould court coverage splits among District Court, Circuit Court, the statewide court portal, and federal court in Jonesboro. Greene County District Court, Paragould Department handles misdemeanor, traffic, ordinance, civil, and small-claims matters. Arkansas Department of Health Vital Records issues certified birth, death, marriage coupon, and divorce coupon records statewide. Greene County offices hold related source records, such as local marriage licenses through the County Clerk and divorce files through the court system, but recent certified vital records are not open just because a FOIA request asks for them.

Under Ark. Code Ann. Sections 20-18-304 and 20-18-305, birth records become open without restriction after 100 years. Death, marriage, divorce, and annulment records become open after 50 years. ADH fees listed in the research include $12 for the first birth copy, $10 for the first death copy, and $10 for a marriage or divorce coupon, with online processing and identity-verification fees added where applicable.

Paragould Jail And Police Records

Law-enforcement records are split by agency and record type. The Greene County Sheriff's Office publishes an inmate roster for current and released inmates. The roster can be searched by name and sorted newest or oldest. Fields observed include name, booking number, age, booking date, charges, bond, and profile links.

The roster is a convenience source, not a certified court disposition. Case status should be checked with the court or clerk that owns the court record.

Paragould Police Department reports are not posted as an online report-search portal. The city police procedure requires obtaining reports in the lobby, with a $5 report fee paid by money order or cashier's check.

Paragould Records Privacy Boundaries

Arkansas record access is category based. Juvenile records are not open to the public except to attorneys of record, involved government agencies, or by court order signed by a circuit judge. Search ARCourts redacts or withholds nonpublic material, including Social Security numbers, account numbers, sealed records, confidential court material, and some protection-order address information.

Secure-voter addresses are another limit. Ark. Code Ann. Section 7-5-112 creates secure voter registration for domestic violence victims, and Section 7-5-109 prevents county clerks from reproducing secure-voter addresses unless another law permits it. Federal Records Near Paragould

Federal court records for Greene County route to the U.S. District Court for the Eastern District of Arkansas, Northern Division, where court is held at Jonesboro. The Jonesboro courthouse is at 615 South Main, Room 312, with public terminal access available through clerk offices listed by the federal court.

Federal copy costs differ from county fees. The Eastern District copy page lists $0.10 per page for public-terminal electronic printing, $0.50 per page for clerk-prepared copies, and $12 certification per document plus copy costs. PACER currently charges $0.10 per page with a $3 cap for many documents and case-specific reports, and fees are waived when quarterly charges are $30 or less. A 2026 PACER announcement says temporary pricing changes begin January 1, 2027, raising the page charge to $0.12 and the quarterly exemption to $40 for five years.

Paragould Records Geography

One local quirk shapes access: "Paragould" and "Greene County" are often the same trail for records kept at the courthouse. Land, probate, circuit court, tax, assessment, marriage, and voter-registration records are county functions. City-specific records, such as permits, code enforcement, city cemetery material, and police reports, stay with city offices or city portals.

That county-seat fact also matters for older research. Greene County's seat moved through earlier locations before Paragould became the modern courthouse center, so historical records may refer to Gainesville or other county-seat contexts. For modern copies, the courthouse at 320 West Court Street remains the practical hub.
